Consular legalization of documents for foreign countries – is a complex multi-stage process, during which it is necessary to perform an accredited translation of the provided package of official documents, and then legalize them at the Ministry of Justice, the Ministry of Foreign Affairs of Ukraine, and then transfer them to the Consulate of the countries where the documents are needed (during martial law in Ukraine, the Consulates of most countries do not accept documents for legalization, a different procedure applies).

Consular legalization of documents.

For some countries that have not signed the Hague Convention, there is a double consular legalization of documents: consular legalization + notarized translation + second consular legalization.

Countries that require consular legalization:

Consular legalization is affixed to documents issued by:

• Courts of Ukraine;
• Justice bodies, state archival institutions, bodies of execution of sentences and probation;
• The Ministry of Education and Science of Ukraine, their territorial bodies, educational institutions;
• State and private notaries;
• The Ministry of Internal Affairs of Ukraine, its territorial bodies;
• The State Migration Service of Ukraine, its territorial bodies;
  
• The State Tax Service of Ukraine and its territorial bodies;
  
• Other bodies and institutions.

Consular legalization of documents, issued by state bodies, educational institutions, enterprises, institutions, organizations and private notaries::

• Documents on education issued by educational institutions, state bodies, institutions and organizations: certificate, diploma and diploma supplement, certificates, certificate of advanced training and others;
  
• Certificates of no criminal record, certificate of residence, certificate of health;
  
• Documents issued by civil registry offices: marriage certificate, birth certificate, divorce certificate and others;
  
• Documents certified by public or private notaries: statements, powers of attorney, affidavits, purchase and sale agreement and others.

Consular legalization for legal documents:

• Extracts and extracts from the Unified State Register of Ukraine for a company or an individual entrepreneur;
• Extracts from the State Tax Service of Ukraine for a company or an individual entrepreneur;
  
• Powers of attorney, charters, protocols, decisions, orders and other documents for a company, enterprise or individual entrepreneur.

Consular legalization is not affixed to the following originals (regular copies and photocopies) of documents:

• Documents and acts that contradict the legislation of Ukraine or may harm the interests of Ukraine by their content, or contain information that discredits the honor and dignity of citizens;
  
• Passports, military ID cards, work books;
  
• Documents that identify an individual and confirm citizenship of Ukraine or its special status;
  
• On a permit to carry weapons, on a vehicle registration certificate, on a technical passport;
  
• On driver’s licenses, certified persons and other certificates issued in accordance with the legislation of Ukraine;
  
• On regulatory legal acts, on explanations and legal conclusions regarding their application, on documents that are in the nature of correspondence;
  
• Documents issued by bodies and officials exceeding their powers;
  
• Documents issued in foreign diplomatic institutions.

All of the above documents can be accepted for apostille in the form of copies (photocopies) certified by a notary.

• Embassies and consulates of foreign states in Ukraine.
